In general, the maintenance of the platform is transparent to end users and we generally don't publish specifics regarding updates. More information on this can be found here: https://learn.microsoft.com/en-us/azure/app-service/overview-patch-os-runtime

Azure maintains update and patching history at the App Service Environment (ASE) and regional levels. However, there is currently no direct interface or setting within the Azure Portal that provides the exact patch status for individual App Service instances. When Microsoft applies patches to the underlying operating system or infrastructure, to observe these restarts, you can review logs in Log Stream or Application Insights for indicators such as application startup or cold start events. -
