I have the exact same issue. I created a flow using "Create text with GPT using prompt" and the next day, I created another flow, and that action was no longer available. Here is a screenshot of all of the AI Builder actions I see:

The action "Create text with GPT using prompt" has recently been renamed to "Run a prompt" in Power Automate. That’s why it may not appear under the old name anymore.
