Open AI Azure - Cannot deploy an embedding model in West Germany location ?

Hello,
I am developing a RAG agent and due to strict data compliances in Germany I choose to use Open AI Azure, with the hope that the Open AI processing would stay in German data centers (or at least EU).
Now the issue is, the selection of models which I can deploy is very limited.
Completion model
- Standard deployment type: not available
- Provision-managed: no quotas. For this type I will need to request the quotas and purchase PTUs, correct?
Embedding model
- None is available in Germany, so I will need to choose another location in the EU, right?

The availability of Azure OpenAI models, including embedding models, varies by region. As of now, embedding models are not available for deployment in the West Germany region. To use them, you'll need to choose another EU region. For more information: Model summary table and region availability
Yes, for the provision-managed deployment type of the Completion model in Azure OpenAI Service, you will need to request quotas and purchase Provisioned Throughput Units (PTUs).

However, I am getting the "No quotas available" error message, even for deploying models that should be possible according to the table for "Data zone standard".
I was recently upgraded to contributor for the whole subscription, but I am still encountering this issue. For another tenant, I am able to deploy according to the table. -

I am owner where it works.
Where it doesn't work I am contributor on subscription level and contributor on resource level. Since it is my clients system I cannot be owner. -

Thanks for the update. Since it works where you have the Owner role and not where you're a Contributor, the issue might be due to permission limits. To deploy models or request quotas, you may need the Owner role on the subscription. If possible, please ask your client to give you the Owner role, even if just temporarily, to complete the setup.
