Developer Program sandbox subscription not available after new account registration

Hi team,

I created a brand new Microsoft account (******@outlook.com) and joined the Microsoft 365 Developer Program to learn about Intune, Microsoft Graph, and related services.

However, I was informed that I do not qualify for the sandbox subscription even though this is a new account and all my profile information was filled out properly.

Could you please help me understand why I am not eligible and whether my account can be reviewed again?
