Clarification on License Requirements for API-Driven Provisioning

To implement API-driven user provisioning into Microsoft Entra ID for 1,000 users and I have to assign F1 licenses to them, via static groups.

Could you please clarify the licensing requirements in the following scenario:

  1. As the administrator configuring and managing the provisioning of users in Entra ID using API driven provisioning, do I require a only one  P1 license
  2. Or will I need 1,000 P1 licenses (per user)  to  do the provisioning?  or there will not need P1 licenses necessarily..... and they can be a Entra ID free users which do not have many accesses

I understand that you want to implement API-driven user provisioning into Microsoft Entra ID for 1,000 users, and you’re wondering whether P1 licenses need to be assigned to all of them.

As the administrator, you only need to assign a single P1 license to the person responsible for configuring and managing user provisioning in Entra ID using API-driven provisioning. There is no need to assign P1 licenses to all 1,000 users — one P1 license assigned to the administrator is sufficient to provision all users.

This API-Driven user provisioning is available with Microsoft Entra ID P1, P2, and Microsoft Entra ID Governance subscriptions. A subscription license is required for every identity that is sourced using the /bulkUpload API and provisioned to either on-premises Active Directory or Microsoft Entra ID.User's image
