The issue has been identified—unable to connect to the VM, and the agent was not ready.
The customer setup was navigated and the status of the VM was checked to verify if it was in a "Running" or "Deallocated" state.
The activity logs were reviewed, and everything appeared fine. The NSG rules were also checked and seemed correct.
A password reset was attempted to access the VM, but the connection still failed.
The VM was redeployed, and access was attempted again, but the connection failed once more.
Finally, the VM was resized, stopped, and started. After this, the agent issue was resolved, and the VM was accessible. The hosted website is now running as expected.
