Surface Laptop, Copilot+ PC (Certified Refurbished)

Hi

I would like to buy a Surface Laptop, Copilot+ PC (Certified Refurbished) in the USA because I found a configuration that suits my needs (13,8 + Snapdragon X Elite + 64 GB Ram + 1TB SSD). I cannot find new ones with this configuration.

The laptop will come with a English USA keyboard but I would like to know if

1 - The keyboard is the same all over the world and only the keys change ? - i.e. - to write a question mark (?) in a word document the position of the key will be in a different spot depending of the language of the keyboard but the enter key shift etc have all the same size and position independently of the language of the keyboard.

2 - Will I be able to order a portuguese language keyboard keys from microsoft to subtitute the USA ones that will come with Certified Refurbished surface?

3 - Is there any way I can get a Surface Laptop, Copilot+ PC + 13,8 + Snapdragon X Elite + 64 GB Ram + 1TB SSD + portuguese keyboard in Europe (including UK which is in Europe but not in the European Union anymore)?
