Access to a azure cloudapp from an existing user

I am trying to take over the subscription here for the azure / cloudapp and it is registering at azure, however the registrant is dead and could you help to transfer this to me.

(Pinging waws-prod-blu-289-5f99.eastus.cloudapp.azure.com [20.49.104.54] with 32 bytes of data)

I have access to the mysql site using myphpadmin at this address:

Could you help me with this request or point me in the right direction?

I'm sorry to hear about the situation. If the registrant (original owner) of the Azure subscription has passed away, and you now need to take over management of the cloud resources, you will need to reach out to Microsoft support.

Since this involves the ownership transfer of the subscription, Microsoft support must assist with identity verification and legal validation as well.

You mentioned accessing phpMyAdmin at the web app URL. While this helps with data recovery, it does not give you full Azure control (e.g., over resources, billing, scaling). That control is only possible through a proper Azure subscription ownership transfer.

How do I make a support request and I did try, however what product family to use and it seems it ends at some suggestions and not the options to submit a request?

Go to this Microsoft support request portal:

https://aka.ms/AzureSupportRequest

Sign in with your Azure account.

Select “Subscription Management” as the issue type (this is the most relevant product family).

For problem type, select something like:

“Ownership and access”

Or “Transfer billing or ownership of a subscription”

For the subcategory, choose something close to:

“Subscription Ownership Transfer

Or “Account cannot be accessed”

Describe your situation clearly in the details box, e.g.:

“I’m trying to gain access to an Azure subscription registered under a deceased person. I have limited access via phpMyAdmin, but I need full Azure access. Kindly guide me through the process of subscription ownership transfer.”

Attach any documentation that verifies your relationship or rights (if applicable).

Submit the request. You should receive an email confirmation shortly after.

If the portal does not allow you to submit or keeps looping to suggestions, you can open a generic support request here:

I tried to call them and after spending 3-4 unsuccesful attempts to get past the introduction questions (which clearly is an attempt to avoid calls), I got to a ticket and spent some time on email correspondence and a 40 minute call with a non-native english speaking person, which did understand the problem and I gave up being redirected 4 times to different people.

To transfer Azure subscription ownership, you’ll need to follow Microsoft’s standard process for subscription transfer. If the original billing account owner is unavailable, Azure will usually notify other billing account and subscription owners via email with a link to accept billing ownership.
