I'm trying to move App Service plan and Static Web App to a new subscription, but I am getting a timeout validation error.

The error code "ResourceMoveTimedOut" means the move operation was not completed within the 15-minute time frame.In Azure, moving resources involves several phases and dependencies. If any process takes longer than expected, it can cause a timeout.
1.Ensure all dependent resources are in a "Succeeded" state with no issues.
2.Retry the move operation after some time to resolve transient issues.
3.If moving many resources, break them into smaller groups to avoid timeouts.
