How to fix Excel that will not allow formatting?

My excel file will not allow me to formatting any cells. All cells are acting like text and will not allow any monetary formatting, i.e. accounting or currency formatting.

Try to save it as .xml format, then close Excel, then open the .XML file and save it back to a new .xlsx file, then check if the new file can add formats.

Or open in Google Sheet, and try to save as a new .xlsx file and then check if you can add format.
