Cannot create company developer account for MS Store

Today I try to open a company developer account for my company, in order to submit our apps to Microsoft Store (https://apps.microsoft.com/home?hl=en-US&gl=US). However, when submitting the information, I get the following error:

I tried to search online and find one solution: https://trainingsupport.microsoft.com/en-us/iltvilt/forum/all/microsoft-blocks-me-from-entering-partner-program/15b8fb79-8f6b-428b-bfc9-760e4402dc75

But this solution suggest to submit via "Microsoft Cloud Partner Program support", but when applying the account, I choose the category as "Windows and XBox", which has no relationship with Cloud, so I think this is a wrong solution.

I then check this solution https://learn.microsoft.com/en-us/answers/questions/2140125/we-cannot-enroll-as-a-microsoft-partner-in-partner, which asks me to open a free support ticket here: Contact Us. Go to Contact us tab, find Non-Technical Support - Dashboard, click "Ask Copilot".

I then follow the instructions, after clicking "Ask Copilot" and submit my question, I see "I am happy to help with this issue! Please choose one of the following options to help me clarify in which section to assist.", if I choose either "Apps and Game" or "None of these", the response is always "I am not able to answer your question based in your query. Please input additional information." or "Looks like I did not understand completely. Would you please rephrase or clarify your question?"

I also tried to submit support request via:
https://partner.microsoft.com/dashboard/v2/support/servicerequests/create?

But it requires me to select a Workspace and it shows "No workspace available".

So, how to solve this issue?
