Copilot Studio: Is a single Microsoft 365 Copilot license in the tenant sufficient to provide semantic search for all users on otherwise PAYG pricing model?

I am planning to develop a microsoft copilot studio chatbot solution. I need the chatbot to use semantic search (called "Enhanced search results" in the documentation). However, this bot will be sporadically used by many users. Therefore, a PAYG model is preferred over a per user licensing. However, the documentation states that Microsoft 365 Copilot license is required for unlocking semantic search. This license is quoted as per user per month pricing. Thus, I am wondering if adding a single Microsoft 365 Copilot license to the tenant, while maintaining PAYG pricing, is sufficient to provide the chatbot with semantic search to all users without having to pay for each user per month.
