    Hi @Pragadeesh kumar L D,

Initially even I got the same page when I tried to create a Test Plan with the new Subscription.

    enter image description here

This MSDoc has clear steps to work with free plan.

    • Navigate to your Organization settings => Billing and click on the Start free Trial.

    enter image description here

    • You will get a 30 days trial to create and access Test Cases.

    enter image description here

    • Click on Start free trial.

    enter image description here

    • Now Install the extension Test & Feedback which you see on the Test Plan page, Click on Install.

    enter image description here

    enter image description here

    • Add extension for your browser.

As mentioned in this MSDoc, before creating a Test Plan you need to create a backlog in Boards.

    enter image description here

    • Add new Item.

    enter image description here

    • Click on 3 dots in the right top corner and Add Test.

    enter image description here

    • Now check the Test plans section.

    Hope this helps
