After assigning custom security attribute to the user/service principal object. Is it possible to include that attribute in SAML request while configuring AWS Single Sign On with SAML.

As the description, we understand that you want to pass 'custom security attributes' to SAML applications.
As Vasil Michev mentioned it is not possible for SAML applications, but if you use Open ID/Oauth protocol, you can make use of extension properties as optional claim in Microsoft Entra ID application instead of custom security attributes as workaround.
