I wanted to confirm whether you've completed the migration from legacy to modern authentication. According to the update we received from the backend, after migrating to modern authentication, Self-Service Password Reset (SSPR) only supports the "Security Questions" feature option.
I’ve also verified this behavior in my own tenant, and it appears consistent with the changes introduced by the migration to modern authentication.
