I'm trying to create an app function with a service plan with SKU of Y1
I'm getting the following issue:
How can I increase the quota? I can't find it

If you are creating the function app from the portal, can you try creating the function app using alternative methods like Azure Powershell, Azure CLI.

Hello, you cannot increase the quota. You would have to wait as that region is currently at capacity or you can deploy in another region. If you insist on this region try raising a support ticket with Azure
Hello, it's not true because I able to create many other function apps on a different subscription with the same region. I can't accept this answer.
