VS2022 offline version cannot be installed on a WIN2019 server without an internet connection

I am trying to install the offline version of VS2022 PROFESSIONAL on a Windows Server 2019 Standard host that doesn’t have internet access. However, I keep encountering error messages about missing packages, which prevent the installation from being successful. On the other hand, the same offline installation files work perfectly on personal computers with Windows 10 or Windows 11. Could you please advise on how to resolve this issue? Thank you.

Download the offline version and then run the installation.
