Cannot provision MySQL Flexible server in Visual Studio or MAPS subscriptions. Error Message i get from the Azure portal is "The resource write operation failed to complete successfully, because it reached terminal provisioning state 'Failed'". This occurs in any Visual Studio or MAPS Azure subscription. Other times the provisioning request fails with error: "Provisioning in requested region s not supported (West Europe)" . I have tried provisioning an Azure MySQL Flexible server under different Visual Studio and MAPS subscriptions and different regions, but i always get either of the above errors. I have also verified that the MySQL resource provider is registered in my subscriptions and there is no option to change/increase the resource quota inside the subscriptions, since this resource provider does not show up in the list of editable resource quotas. Also, there is no global issue reported at status.azure.com, regarding the MySQL service. Is this a limitation by design? Any ideas?

    Hi Stefanos Evangelou,

Thank you for clarifying that you’re using a Visual Studio subscription. These subscriptions have certain limitations and restrictions compared to regular Azure subscriptions.

As suggested by the error message, try selecting a different region for your deployment. Some regions may have restrictions due to capacity or other factors.

    see also, Azure Program regions

Azure Program offerings (Azure Pass, Imagine, Azure for Students, MPN, BizSpark, BizSpark Plus, Microsoft for Startups / Sponsorship Offers, Microsoft Developer Network(MSDN) / Visual Studio Subscriptions) have access to a limited set of regions.

If your subscription is part of above offerings and you require access to any of the listed regions, submit an access request. Alternatively, you might opt for an alternate region:

Australia Central, Australia Central 2, Australia SouthEast, Brazil SouthEast, Canada East, China East, China North, China North 2, France South, Germany North, Japan West, Jio India Central, Jio India West, Korea South, Norway West, South Africa West, South India, Switzerland West, UAE Central, UK West, US DoD Central, US DoD East, US Gov Arizona, US Gov Texas, West Central US, West India.

Your subscription might not have access to create a server in the selected region. To resolve this issue, file a support request to access a region

If you see the following errors, file a support ticket to enable the specific region:

    • Subscription 'Subscription name' is not allowed to provision in 'region name
    • Subscriptions are restricted from provisioning in this region. Please choose a different region. For exceptions to this rule please open a support request with the Issue type of 'Service and subscription limits.

Hope this helps. Do let us know if you any further queries.
