RPC Server is Too Busy

When attempting to share a folder via Computer Mgmt\Shared Folders. I get an error: 1723: The RPC server is too busy to complete this operation. The server was rebooted multiple times, The system registry is set to restart this service after each reboot. Still no change - Any suggestions would be helpful
