I am installing the Workflow Manager in SharePoint 2016 Application server when i configure the Workflow manger step i found below error.

I followed below articles. Server: Windows Server 2019 and SharePoint 2016 TlS 1.0,TLS 1.1 disabled in SP Application Server and TLS 1.2 enabled

Update for Service Bus 1.1 KB3086798 GDR is installed in server.

Please enable TLS 1.0 and then run the configuration again.

Service Bus for Windows Server 1.1 supports only Transport Layer Security (TLS) 1.0.
You can refer to the document here for the full instructions to update and enable TLS 1.1/1.2: Add support for TLS 1.1 and TLS 1.2 on Service Bus for Windows Server 1.1.

Hi as per our org only TLS 1.2 enable and TLS 1.0 & TLS 1.1 disabled,
if i install this update is Service Bus supports TLS 1.2

Update for Service Bus Server 1.1 (KB3086798) is one of the prerequisites you need to add the support for TLS 1.1/1.2. Please run through the document again (Section “Prerequisites for Service Bus for Windows Server 1.1 with TLS 1.2 Support”) to make sure you have met all requirements for TLS 1.2 support.

One more thing to check: make sure the account you run for the Workflow Manager configuration is a member of the Administrators local group on the server.

also i downloaded the Service_Bus windows installer package and now how to install it from Microsoft Web Platform Installer?

Yes, these updates are supported on Windows Server 2019 Standard or Datacenter with SharePoint Server 2016.
