Issue downscaling redis cache

We want to downscale a Redis Cache from c2 to c1 but it's not doing it. It's says started and accepted, but no downscaling. Tried it twice already. Redis version is 6. And memory is below limits of the downscale option.

    Sometimes active connections or operations can interfere with scaling operations.

    Could you please try the following:

    Restarting the Redis Cache before attempting the downscale**.** Restarting can sometimes resolve issues related to stuck operations.

    Please verify that all prerequisites and conditions for downscaling are met according to the Azure documentation.
