I need to create a web app with an API, cosmos DB and azure functions. Is there a development version that can be used that will get rid of costs

there is an Azure free account available:
https://azure.microsoft.com/en-us/pricing/purchase-options/azure-account
There is a 30 day time limit and a 200US$ credit limit on the Azure free account.
