I have the Teams App Package but failing to validate even after updating the manifest file for URLs

Hi,
I am a salesforce developer and trying to install a Salesforce Chatbot in teams. I have the package that works in the local. During validation of App from Developer Portal, the message says that URLs need to be updated. I have updated the URLs but it seems it doesn't reflect when running App Validation. I am very new to App Development and not sure what to do to fix this.Regards,

My previous understanding was incorrect. I was trying to validate on cloud and my codebase wasn't added with all the files.
I learned that I need to create a zip file from Teams Toolkit to import it. While creating the same I am facing the issue as below:[teamsApp.MissingEnvironmentVariablesError]: Missing environment variables 'BOT_ID' for file: /Users/dpal/TeamsApps/AgentForce/appPackage/manifest.json. Please edit the .env file '/Users/dpal/TeamsApps/AgentForce/env/.env.dev' or '/Users/dpal/TeamsApps/AgentForce/env/.env.dev.user', or adjust system environment variables. For new Teams Toolkit projects, make sure you've run provision or debug to set these variables correctly.
I have the app working in local and would be eventually deployed in my organization.

That document outlines the app creation. I already have created the app. I was trying some things and was able to launch it in the Developer Account of MS.

I was reading through docs for bot that can receive notification and then continue the chat with user. As per the document hosted at https://learn.microsoft.com/en-us/microsoftteams/platform/bots/build-notification-capability?tabs=ts1%2Cts2%2Cts3%2Cts4%2Cjsts%2Cts5%2Cdotnet
It doesn't seem that the bot can do both, get notification and initiate conversationCould you please let me know if this would be possible? If yes, what steps are necessary for the same.

To achieve both, your bot must be capable of proactive messaging, which requires:1. Storing Conversation ReferencesWhen a user interacts with your bot (e.g., via a welcome message or command), your bot receives a conversation reference in the activity payload. You must store this reference (e.g., in a database) so you can use it later to send proactive messages.
- Triggering from External Events
When your external system detects an event, it can notify your bot. The bot can then use the stored conversation reference to send a message to the user.
