SharePoint Migration Tool - Workflows - Workflow Environment - Blank

Question

I am trying to migrate SharePoint 2010 workflows off of SharePoint 2019 and into SharePoint Online/Power Automate. I have Global Administrator rights to everything in M365.

Using the SharePoint Migration Tool, when I go to migrate the Workflows, the Workflow environment is always blank and I get a message that, "There is no available Power Automate environments, please create your environment first and go back again".

This is a government tenant. Reading documentation it says I need to add a database to the Power Automate Environment, which I believe I have done. However, I still can't get an environment to show up in the SharePoint Migration Tool options.

What am I missing?
