According to your description, seems that you encountered Outlook log in issues, right? If so, are you using Outlook web mail or using Outlook desktop client when the issue occurs?

Does this issue only happen to this specific device? If possible, it is suggested to log in to the same email account on other devices and see if the issue has any difference.
By the way, did this device join in any AAD or workplace? I found a similar thread in which issues was caused by applications cannot support both AAD Joined machine and workplace Joined machine smoothly. So, if this is your case, maybe the registry method below could be helpful to your issue: (Note: Serious problems can occur if you modify the registry incorrectly. Before making changes, back up the registry to restore it in case something goes wrong.)
- Open your Registry Editor
- Navigate to: HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WorkplaceJoin
- Create a new Dword
Name: BlockAADWorkplaceJoin
Value: 1
