Why does the USB battery saver function not work on Win11?

Windows Settings>Bluetooth & devices>USB>usb battery saver(stop usb devices when my screen is off to help save battery)

When I enable this function, turn off the laptop screen, and charge the phone using the USB port, the phone can still be charged. Why doesn't this feature work as the description says it should stop USB devices?

    Since Windows 10 version 20H1 and continuing into Windows 11, Microsoft introduced changes as part of the "Modern Standby" initiative. This allows USB ports to remain powered in certain low-power states to support charging external devices, such as phones, even when the system is not fully active.
