I have a user who is receiving a blocked sign in message despite resetting password and blocking and unblocking her after she tried to login from another country. That country is not blocked by conditional access,

I have a user who attempted to login to portal.office.com using an account she has used for years. The system identified her as a risky user and blocked her account - the only reason I can discern is that she was logging in from a different country. She was also recently switched from an e3 license to a business premium license.
I have done the following:
- Gone to risky user and dismissed it and marked her as safe
- Reset her password (She was not compromised but tried that anyway)
- Block and unblock her account from the ms365 login
Other users seem to be logging in just fine so it's not a tenant wide issue. I even tried excluding her form all conditional access policies.
I need this user unblocked asap.
