Locked Out of Azure AD B2C Tenant Due to MFA Issues

An employee created an Azure AD B2C tenant with Microsoft Authenticator enabled for MFA. After changing their phone, access to the tenant has been lost since no alternative authentication methods were configured and there are no other users set as Global Administrators.

What steps can be taken to regain access to the tenant?
