Azure Trusted Signing: "Email Verification Failed" message. Verification email was never received.

During our process of Identity Validation:

  1. I had provided our company information
  2. After receiving an email for additional documents, provided "Articles of incorporation" document as a pdf.

After 2 weeks (10 business days) the process failed with the reason "Email Verification Failed". Both emails that were provided used the same company domain, were active, and received emails for the request for additional documents. Both the primary and secondary emails never received an email regarding verification (junk box for both were checked as well).

I'm at a loss as to what I did wrong and what I can do to make sure I don't fail again.

Additional Information: Our company is based in Canada.

Thank you for reaching out regarding the "Email Verification Failed" message in the Azure Trusted Signing identity validation process.

Based on Microsoft's latest eligibility requirements, as of April 9, 2025, organizations must have at least three years of verifiable history to qualify for Trusted Signing. If your company is newer than three years, this could be the reason for the failure.

To resolve this issue, you may need to:

Confirm your organization’s registration history and ensure it meets Microsoft’s eligibility criteria.

Reach out to Microsoft Support with your validation request ID for further clarification and possible exceptions.

    Hi,

    Just sharing what happened to us:

    • Failed email verification without even receiving the email confirmation message for nearly 2 days of hair pulling
    • changed primary email address from contact@example.com to bob@example.com
    • email validation linked received under a minute
    • full validation 10 minutes later

    so when they say "Enter the email address of an individual...", they really mean it :)
