Not able to deploy virtual endpoints for the postgres flexible server

I tried to deploy virtual endpoints after setting up the replica for the flexible server, but there is error showing that

"

"Server has 1 virtual endpoint of type ReadWrite. More than 1   │ virtual endpoints are not allowed of type ReadWrite"

"
That is strange as there was no virtual endpoints have been deployed, and in the terraform, we only try to deploy one virtual endpoint.

We tried to create an virtual endpoints both from the portal and with CLI, and both failed, in the CLI, it shows there's already virtual endpoint.

As below, when I tried to list virtual endpoints, it shows error as no virtual endpoints could be found, then we I tried to create one, it shows there's already one existing.

Thanks for the quick reply, I already checked with both the portal and CLI, there is no virtual endpoint deployed currently.

I tried to create in the portal, here is what I got:
