Problem 1: Agent created in Teams Copilot App not shown in Copilot Studio
Why? Agents created in the Copilot app in Microsoft Teams are stored in a personal environment, typically under a "Default" or "Personal Productivity" environment tied to the user's identity.
Not visible in Copilot Studio? This happens because these environments may not be accessible in your Copilot Studio tenant view unless you manually switch to the right environment from the dropdown in the top menu bar in Copilot Studio.
Where is it stored? It’s stored under Dataverse in a hidden/default environment (check in Power Platform Admin Center under Environments).
Problem 2: Colleague without Copilot license creates agent but cannot access it
Why can they create agents? Users with Microsoft 365 Copilot or Copilot Chat capabilities can create basic agents using the Copilot app. This is not the same as a full Copilot Studio license.
Why can't they access it? If they’re not in an environment that gives them edit/view rights or they’re missing permission due to lack of license, they may lose access after creation.
Where is it stored? Similar to above: in a default or personal environment—but not visible unless explicitly navigated to in Power Platform.
Deletion? You need a Power Platform admin to:
Find the environment (likely under the creator's name).
Locate the bot using Power Platform Admin Center.
Delete it from there.
Problem 3: Restrict agent creation and sharing
Use Data Loss Prevention (DLP) policies and environment security roles in Power Platform Admin Center.
Steps:
In Power Platform Admin Center, define custom environments for different departments.
Set up **security roles** so only specific users (e.g., bot developers) can create or share agents.
Use **Microsoft Teams Admin Center** to control Copilot features visibility.
Also: Under **Copilot Studio > Settings**, you can limit **who can create agents** using environment-level permissions.
Problem 4: Billing and cost of Copilot Agents
No Copilot Studio license? Then the full Copilot Studio features are not being used—only free-tier or trial-level functionality may apply.
No credit card? You may still incur charges via:
Azure subscription, if integrated or connected (e.g., with custom connectors or Dataverse).
**Default Microsoft 365 entitlements**, which allow some basic usage.
**Billing behavior:** Generally, Copilot Agents created from the Teams Copilot app do **not incur extra charges** unless they:
Use premium connectors
Exceed usage quotas
Are provisioned in environments backed by Dataverse with premium capacity
