How to contact MS support about an Azure billing and issue with subscription deployment

I am trying out Azure using their free tier with the $200 credit offer. I tried deploying a single VM on it at a cost stated by the setup to be $0.006/hr which failed to deploy. I thought that it must have been something on my end and would come back to it tomorrow.

I come back and all of my $200 credits are not registering. I tried to check the only subscriptions cost analysis center and it wont even load I get the error "GtmDimensionDataProvider.GetAzureSubscriptionsByld returns null or empty list for id:.---------------------(Request ID:------------------)".

I have tried to speak with a billing center as I can understand if I had used a higher end service but the help center only has the AI generated responses and no way to open a ticket. I just want to speak with someone on how this subscription is being billed, why it is failing to load information, and if this is why every deployment I try is failing.

    Should you encounter any issues accessing the Cost Analysis Center or any other portal feature, please try using a different browser or clearing your current browser’s cache, as this often resolves display or access problems.

    To get dedicated support, please follow these steps to create a support request through the Azure portal:

    Click on New support request and follow the prompts to submit the details of your issue.

    For billing and subscription-related issues, please follow these step by step to create a support request:

    1. Go to the Azure Portal, click on Help + Support, and then select Create a support request.
    2. In the Support + Troubleshooting pane on the right, type "Billing" in the search box, select Billing, and then click Next.

    2.Select the subscription and click Next. You will be presented with some suggestions to resolve your issue. If none of these apply, please follow the steps below. User's image

    Scroll down through the suggestions, and you'll find an option to Contact Support. From there, select Create a support request.

    Click Next, and you will then be able to create the billing support ticket.
