Windows 10 Remote Wipe Failing when Drive is Locked

Hi,
I’ve encountered an issue with Windows 10 devices where the remote wipe action is not performed when the data drive is locked. However, the same action works fine on Windows 11 devices, even under similar conditions.

Windows 10: When a data drive is locked, performing a remote wipe action fails.

Windows 11: Remote wipe action is successful, even if the data drive is locked.

Is this behavior a known change between Windows 10 and Windows 11? If so, could someone point me to any official documentation or release notes that explain this change?
