trying to create an account in the microsoft 365 dev center but the site is not sending a verification code

As the title says, like a boatload of other people, I have been trying to create an MS 365 Dev Center account for hours now. It insists on using a verification code. I enter my phone number (double-checked; it is correct) and click 'send code' and no message shows up on my phone. My iPhome, iPad and MacBook are all synced - messages received on one are accessible on all devices. None of them are showing a verification code. I am not behind a firewall or VPN. The number is not VOIP. I have tried on different browsers and in incognito mode. I receive verification codes promptly from any/all other sites that use 2FA. This is the only one that fails.

I need to add that I left Microsoft decades ago because of garbage like this. But in this case I am working for a client that is already using Power BI. They have asked me to determine whether Power BI is the solution they want to stick with or whether they should move to an open source alternative. This is steering my recommendations.
