Experiencing Slow Upload Speeds and Package Download Issues from Pakistan (Azure Storage, WSL, CI/CD Pipelines)

I'm based in Pakistan and facing persistent issues related to network performance when working with Microsoft services. Specifically:

• Upload speeds to Azure Blob Storage are very slow.

WSL/Nuggest: struggles to download, update and install and same on NuGet packages.

CI/CD pipelines (especially in Azure DevOps) are often delayed or fail during artifact downloads or package restores.

These issues seem to be related to region-based latency or bandwidth throttling. I've checked my local internet connection, which performs fine for general web access and downloads.

Questions:

Is there any known region-specific network issue or limitation affecting Microsoft services in South Asia, particularly Pakistan?

Are there any recommended configurations, mirrors, or workarounds to improve speed for uploads and downloads?

Would using a VPN with a closer region (e.g., UAE or Europe) improve reliability for development tasks?
