I don't know if this will help. I had the same issue where if I dragged the mouse to where the task bar should be nothing happened. If I reduced the window size and put the mouse where the task bar should be it would open but, wherever the window was touching the task bar area the mouse would not open the task bar. Anyway, I happen to notice I had apps that I did not install. I started uninstalling them then checking the task bar. When I uninstalled the HP Omen gaming hub the task bar started working normal. Hope this helps.
Taskbar Not Visible While Using Applications
The taskbar is set to automatically hide, but it does not always become visible when hovering the cursor to the bottom of the screen while using some applications. It only appears when all windows are closed and then hovered over. Additionally, switching between windows using the taskbar sometimes fails, requiring the use of Alt + Tab or closing and reopening windows.
- Automatic hiding does not seem to be the cause of the visibility issue, as it previously functioned correctly.
- Restarting the laptop occasionally resolves the issue, but not consistently.
- Restarting Windows Explorer has not provided a solution.
- Toggling the automatic hide feature off and on does not help.

2025-05-29T14:22:04.6533333+00:00 You will need to use the Feedback Hub app in Windows to report the issue to Microsoft so they can look into it.
Off the top of my head I could see a few scenarios where the taskbar won't show up:
- The mouse isn't getting close enough to the edge of the screen to trigger the taskbar to appear
- You have a fullscreen app (or one that is behaving as a fullscreen app) such that Windows doesn't think the taskbar needs to be shown
- You have an app that is capturing mouse movements, or similar event, and that is interfering with the detection logic
The MS engineers should be better able to help diagnose this.
