How to fix "This region has quota of 0 instances for your subscription. Try selecting different region or SKU." on a new subscription

As the title implies, I have setup a new subscription. I am attempting to create an app service using that subscription, in this case hosted in the US East region. I am getting the below error. What region should I be using? There are no services on this subscription as it is a new paid subscription.

This region has quota of 0 instances for your subscription. Try selecting different region or SKU.

    I resolved this by creating the resource in US East 2 region. Would be nice if there were some direction from either the tool or MS to deconflict issues like this rather than guess and check.
