I Understand that you are trying to create a new identity validation form for Trusted Sign in process but the button is not available.
You can follow the below process to create the new identity:
- Login to your azure portal and search for Trusted Signing Accounts.
- Now Click on IAM > ADD > Add role assignment.
- Now Select Trusted Signing Identity Verifier role > add Member > Review+assign
If you have owner role on subscription that won't help. To use that New Identity option, you need to have Trusted Signing Identity Verifier role.
NOTE:
You can't create an identity validation request if you aren't assigned the appropriate role. If the New identity button on the menu bar appears dimmed in the Azure portal, ensure that you are assigned the Trusted Signing Identity Verifier role to proceed with identity validation.
