The error you are seeing, means your Azure subscription does not currently have any quota allocated for PremiumV2 App Service Plan instances in the region you are trying to scale out to.
To increase your Azure VM quota, go to the Azure Portal, search for "Quotas," filter by region and provider, select the desired VM SKU, submit a new quota request with the needed limit, and wait for approval. Most requests are processed quickly.
