Cannot increase instances on Web Application

Question

Could not find any issues with Quota's, not sure where the limit is coming from? The error when trying to update to 2.

The scale out operation for the plan '<App Service Plan>' failed: Operation cannot be completed without additional quota. Additional details- Location: Current Limit (PremiumV2 VMs): 0 Current Usage: 0 Amount required for this deployment (PremiumV2 VMs): 2 (Minimum) New Limit that you should request to enable this deployment: 2. Note that if you experience multiple scaling operations failing (in addition to this one) and need to accommodate the aggregate quota requirements of these operations, you will need to request a higher quota limit than the one currently displayed.

The error you are seeing, means your Azure subscription does not currently have any quota allocated for PremiumV2 App Service Plan instances in the region you are trying to scale out to.

To increase your Azure VM quota, go to the Azure Portal, search for "Quotas," filter by region and provider, select the desired VM SKU, submit a new quota request with the needed limit, and wait for approval. Most requests are processed quickly.
