There are several common reasons why you might see that:
- If any of your personal details (such as email address, phone number, or credit card) have been used to register for an Azure free account in the past, you will not be eligible for another free account, even if you use a new email address
- Azure requires a valid credit or debit card for verification. If your card has been used previously for another Azure free account, or if the card details do not match your account information, you may be blocked
- A phone number that has already been used to verify another Azure free account can make you ineligible
- Some regions or countries may have restrictions or may not be eligible for the Azure free account offer.
- If you previously started but did not complete the registration for a free account, or if you selected the wrong offer
If you address these points and are still unable to create a free account, I suggest raising a support ticket to the Billing Team to support your subscription Click HERE to raise a ticket
