How to create an assessment system (or agent) in copilot studio?

Question

Project Context:

I must build a Copilot Agent that performs maturity assessments based on employee interview transcripts. The goal is for the agent to:

1. Ask the user to upload a Word doc (.docx) interview transcript
2. Extract the key elements from each answer
3. Analyze it based on 9 digital transformation disciplines (e.g., Strategy, Governance, Automation…) and their given definitions for each level
4. Output maturity levels (1-5) with short justifications
5. Save/export these results in an Excel format for reporting

In my head it is such an easy process, but in practice I just can't start somewhere (partly because of my below-avg copilot knowledge). Im sitting behind my computer for a few hours and can't get anything done.

Question: Where do I even start? Do I use AI flows / power automate combined with my agent? Is the agent in general not needed? Can someone please provide a small framework for this assessment-process?
