AI Cloud Partner application blocked. Told to reach out to support. Unable to create ticket via Partner portal

I tried to sign up for the AI Cloud Partner program, but my application was blocked. I get this message: "Microsoft runs on trust. We engage in a rigorous set of evaluation and certification processes; as a result your request was blocked. If you require further information please reach out to Microsoft support with reference number"

When I try to reach out to support, I am unable to create a ticket because I have to select a workspace, but there are no workspaces available to choose from. I have tried to reach support in every way I can find, and they all lead to nowhere.
