BLE Advertisement publisher and Watcher implementation.

Set AdvertisementType as ScanResponse. because sometimes the pay load greater than 31 bytes, so need to implement this ScanResponse mechanism .

Is there a supported way in UWP/WinRT (or any other Windows BLE API) to explicitly define the scan response payload for a BLE advertisement?
