Not eligible for Microsoft 365 Developer Program sandbox — Need access for Power Apps practice

Question

Hi,

I’m trying to join the Microsoft 365 Developer Program for Power Platform practice. Even after creating new Microsoft accounts (e.g., @outlook.com) and (@hotmail.com) I receive the message:

"You don’t currently qualify for a Microsoft 365 Developer Program sandbox subscription."

This is for self-learning. Can someone help me get access or review eligibility?
