Hello, I am Henry and I will share my insight about this issue.
Solution 1: Change Your Interaction
When you see a picture you like, simply admire it and don't click the rating text.
The automatic opening of Bing is tied directly to the click action. By not clicking, you avoid triggering it. You will lose the ability to give feedback and tailor the images, but you will also get rid of the annoying browser pop-up.
Solution 2: Change a Key Lock Screen Setting
- Click on the Start Menu and go to Settings (the gear icon).
- In the Settings window, click on Personalization.
- From the left-hand menu, select Lock screen.
- Make sure your "Background" is set to Windows spotlight.
- Look for a setting that says "Get fun facts, tips, and more from Windows and Cortana on your lock screen."
- Uncheck this box to turn it OFF.
After you turn this off, restart your computer or lock your screen (press Windows Key + L) and see if the behavior has changed. This setting controls the "extra" interactive content, and turning it off often disables the automatic links while still allowing you to rate the pictures.
I hope this helps guide you in the right direction.
