Besides, where are these files stored? Are they on OneDrive for business or SharePoint?
If yes, maybe the admin have set limited sharing in the organisation. The related set, you may find in article "Manage sharing settings". In addition, if your account has admin permissions, you can also check the corresponding sharing settings.
