Old Aure invoice and unlocking Azure to use

I have an old invoice for $0.29 from 3 years ago. I can't create or use any subscription. I get messages about paying an old invoice and Azure says I have to contact support. Support gets me nothing but instructions that loop me back to where I started. How do I resolve this issue?

    To resolve the issue with your old invoice and the inability to create or use any subscriptions in Azure, you should first ensure that any outstanding balances, including the $0.29 invoice, are cleared. Azure may restrict access to subscriptions if there are unpaid invoices.

    If you've already attempted to pay the invoice and are still facing issues, it is recommended to contact Azure support
    For billing and subscription-related issues, please follow these step by step to create a support request:**

    1. Go to the Azure Portal, click on Help + Support, and then select Create a support request.
    2. In the Support + Troubleshooting pane on the right, type "Billing" in the search box, select Billing, and then click Next.

    2.Select the subscription and click Next. You will be presented with some suggestions to resolve your issue. If none of these apply, please follow the steps below. User's image

    Scroll down through the suggestions, and you'll find an option to Contact Support. From there, select Create a support request.

    If the solutions appear again, click on 'Return to support request'. User's image

    Click Next, and you will then be able to create the billing support ticket.
