VM status stuck at updated/failed/starting

for the past few days, I have a VM Standard D4ads v6 (4 vcpus, 16 GiB memory) that isn't starting

I tried https://learn.microsoft.com/en-us/troubleshoot/azure/virtual-machines/windows/troubleshoot-stuck-updating-boot-error

didn't work, mounted and did dism fix using iso, didn't fix

I was able to swap os and mount it to a new vm, it worked, so I did the updates and then swapped again, it is stuck alternativing status between updating/starting/failed

changing to e6ads doesn't fix

deleting and recreating with same os disk doesn't fix.

changing to Standard E4bs v5 (4 vcpus, 32 GiB memory) fixed, but when i go back it happens again.

can someone explain why this is happening all of a sudden?
