Hello Tom Loder,
Thank you for reaching out to MS Q&A. I am here to assist you in resolving your issues.
Check your current B2C pricing tier.
- In the Azure portal, switch to your Azure AD B2C tenant (via the “Directories + subscriptions” menu).
- Search for and select Azure AD B2C (the resource, not the directory blade).
- On the Overview page, look under Pricing tier—it will display Standard, PremiumP1, or PremiumP2.
- To change it, click "Change" and select the tier you need.
- Premium P1 supports Conditional Access policies based on location, application, and user or group membership, and can be used to require MFA under those conditions.
- Premium P2 is only necessary if you want to leverage risky sign-in policies (Identity Protection); otherwise, P1 is sufficient for MFA through Conditional Access.
