I did an internet search on that message, and it appears that you are running H&R Block software.

    Is that correct?

    https://answers.microsoft.com/en-us/windows/forum/all/hr-block-2019-and-2020-do-not-work-after-updating/4f2a0847-c038-4a2a-8f17-e1ee81012e04?page=1

If other applications like notepad, Word, Excel, etc, are able to view and update files, then that would seem to indicate that there is no system wide problem with accessing the file system.

I would think that contacting H&R Block for support with their applications would be your best bet.
